Government Bans ULLU, Mojflix, ALTT And Other 22 Apps For Showing 'Explicit Content'

The Indian government has banned 25 OTT platforms, including ULLU, Mojflix, ALTT Balaji for violating obscenity laws.

New Delhi: In a significant move, the Indian government has directed Internet Service Providers (ISPs) to disable public access to multiple apps and websites in a bid to crack down on unlawful and obscene content. Ullu, Mojflix, and ALTT Balaji are among the 25 OTT platforms that have been taken down due to content violations.

Centre Bans 25 OTT Platforms 

 The Ministry of Information and Broadcasting (MIB) has banned websites and apps of 25 OTT platforms having obscene, vulgar and in some cases, pornographic content. According to ANI, This action was taken in consultation with the Ministry of Home Affairs (MHA), Ministry of Women and Child Development (MWCD), Ministry of Electronics and Information Technology (MeitY), the Department of Legal Affairs (DoLA), industry associations FICCI and CII, and subject experts in the fields of women and child rights under  Section 67 and 67A of the Information Technology Act,2000, Section 292 of the Indian Penal Code, and Section 4 of the Indecent Representation of Women (Prohibition) Act, 1986 and the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021.

In total, 26 websites and 14 mobile applications 9 listed on Google Play Store and 5 on the Apple App Store--have been ordered to be disabled includes The banned apps include Big Shots App, Boomex, Navarasa Lite, Gulab App, Kangan App, Bull App, Jalva App, Wow Entertainment, Look Entertainment, Hitprime, Feneo, ShowX, Sol Talkies, Adda TV, HotX VIP, Hulchul App, MoodX, NeonX VIP, Fugi, Mojflix, Triflicks. In total, 26 websites and 14 mobile applications--9 listed on Google Play Store and 5 on the Apple App Store--have been ordered to be disabled by intermediaries under provisions of the IT Act, 2000 and the IT (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021. The move is aimed at curbing the dissemination of content that is deemed sexually explicit and violative of Indian legal and cultural standards.

According to news agency ANI, ''over 100 webseries were also removed from the Ullu platform, with the council finding that the platform removed or edited the wesbseries temporarily and then uploads the unedited versions after a while to circumvent the warnings.''

Streaming Guidelines Ignored

for the unverse, This isn't the first time these platforms have come under the scanner. In April this year, the Supreme Court issued notices to the Centre and major digital platforms following a Public Interest Litigation (PIL) seeking action against the streaming of sexually explicit content on OTT and social media platforms. Prior to that, in July and August 2024, the National Commission for Protection of Child Rights (NCPCR) flagged platforms like Ullu and ALTT for alleged content violations. The Ministry had also received several public grievances regarding the objectionable content hosted on these apps.

The government yet to issue a formal public notification on the latest action on OTT Platforms.
