Preheat your oven at 180C. Line a muffin tray with paper liners or grease it lightly.
In a large bowl, whisk together flour, cocoa powder, sugar, baking soda, baking powder, salt. This ensures even mixing and no lumps.
In a separate bowl, whisk the eggs, milk, vegetable oil and vanilla extract until well combined.
Gradually add the wet ingredients to the dry ingredients and mix gently. Do not over mix- stir until just combined. Batter should be thick.
Gently fold in the chocolate chips for extra gooey goodness.
Spoon the batter into the muffin liners, filling each about ¾ full. Sprinkle extra chocolate chips on top for a bakery style look.
Bake for 18-22 minutes or until a toothpick inserted in the center comes out with a few moist crumbs. Let the muffins cool in the pan for 5 minutes.
